美国前总统肯尼迪在美国“1962年扩大贸易法”中提出了一个“多边相互降低关税计划”。有关国家曾决定在关税及贸易总协定范围内,就该计划举行谈判,当时就简称这一谈判为“肯尼迪回合”减税谈判,或“肯尼迪回合”谈判。但是,去年5月16日到22日在日内瓦举行“关税及贸易总协定”成员国部长级会议,为“肯尼迪回合”谈判作准备时,共同市场为了打破美国的种种贸易“限额”,提出谈判必须包括非关税性的贸易障碍,因而又称为“肯尼迪回合”关税和贸易谈判。那次会上决定,谈判将于今年5月4日正式举行。
Former U.S. President John F. Kennedy proposed a “multilateral mutual reduction tariff plan” in the United States’ “Improvement of Trade Law of 1962”. The countries concerned had decided to hold negotiations on the plan within the scope of the General Agreement on Tariffs and Trade. At that time, the abbreviation referred to as the “Kennedy Round” tax reduction negotiations or the “Kennedy Round” negotiations. However, when the ministerial meeting of the “General Agreement on Tariffs and Trade” was held in Geneva from May 16 to May 22 last year to prepare for the “Kennedy Round” negotiations, the Common Market proposed negotiations to break the U.S. trade “limits.” It must include non-tariff barriers to trade and is therefore also known as the “Kennedy Round” tariff and trade negotiations. At that meeting, it was decided that the negotiations will be officially held on May 4 this year.
