科技储备是未来武器装备研制成功与否的先决条件。为保证武器装备项目顺利开展,减缓科技储备不足引起的拖、涨、降问题,世界各国不断探索各类形式科技评价方法。本文将借鉴俄罗斯在武器装备项目科技评价领域做出的独特贡献,分析集中了设计成熟度、制造成熟度、试验成熟度的技术综合成熟度评价方法,进而判定科技储备对武器装备发展的满足程度。本文论述的方法将为我国武器装备项目中的科技评价提供重要参考。
Technology reserves are the prerequisites for the successful development of weapons and equipment in the future. In order to ensure the smooth progress of weapons and equipment projects and to reduce the drag, rise and fall problems caused by the shortage of scientific and technological reserves, various countries in the world are constantly exploring various forms of scientific and technological evaluation methods. This article draws on Russia’s unique contribution made in the field of scientific and technical evaluation of weapons and equipment projects, analyzes the comprehensive technology maturity evaluation method which focuses on design maturity, manufacturing maturity and test maturity, and then determines the degree of satisfaction of science and technology reserves on the development of weaponry and equipment . The method discussed in this article will provide an important reference for the evaluation of science and technology in China’s weapons and equipment projects.
