黄石市在住房保障创新和发展方面进行了积极、可贵的探索,初步形成了住房保障创新和发展的“黄石模式”。黄石模式具有以下特点:1.政府主动担责、积极推进住房保障制度和体系的改革与创新,大力发展住房保障;2.进行住房保障制度和体系的系统性创新;3.按照新的制度实现住房保障资源的整合和归一;4.公共租赁住房保障制度相对公平;5.通过整体设计建构有机的、完整的住房保障体系;6.构建统一的住房保障制度和体系;7.保障对象覆盖所有应保对象;8.住房保障形式以公共租赁住房为主导;9.公共租赁住房的可租可售、租售并举;10.公共租赁住房产权的清晰和多元;11.保障性住房建设用地实行无偿划拨和出让、租赁或作价入股等有偿使用方式;12.建立职责明确、分工合理的住房保障管理体系;13.采取准市场租金、租补分离、分类补贴的明补形式;14.商品房开发配建公共租赁住房和公共租赁住房开发配建商品房;15.保障性住房建设融资统一归并到公共租赁住房。尽管从城镇住房保障制度和体系改革、发展的最终目标来看,黄石模式尚需进一步探索和完善,但由于其涉及到了城镇住房保障制度和体系改革、创新的核心问题或者说基本问题,并且在实践中展现出了它的积极作用,因此,黄石模式对推进中国城镇住房保障制度和体系的改革、创新与完善有着多方面的启示作用。
