关于档案工作服务范围的问题,目前,有一种理论,权且把它称为“最大限度服务理论。”这种理论认为,档案部门就必须提供最充分的档案服务。即不仅要满足用户提出的现实需要,而且要对他的潜在需要施加影响,如以主动提供服务的方式尽可能变其潜在需求为现实需求,扩大其对档案需求的满足程度。这种理论的内容可概括为二方面。一是服务对象的最大性。这是最大限度服务理论的首要内容和重要特点。它的服务对象不仅包括国家机关、社会组识、而且普通公民。二是服务层次的多样性以及与社会需求的同步性。
