近十年来,初中后“1∶1普职分流”的政策规定,带来了浙江省中等职业教育的大规模扩招,推动了浙江省职业教育的规模性复苏。但规模复苏,并不意味着职业教育的健康发展。职业学校次等地位、无奈选择、断头教育、吸引力不强、沦为弱势群体聚集地等问题仍然突出。职业教育的发展亟须从追求规模的扩大转到注重质量的提高和体系的完备上来。立足未来浙江经济社会发展和教育自身发展的实际需要,适时调整完善“1∶1普职分流”机制,从调整比例完善结构入手,优化职业教育生源结构、延伸职业教育发展空间、夯实职业教育内涵基础、完善职业教育保障体系,是今后五年浙江省完善现代职业教育体系的重要突破口。
In the past ten years, the policy of “1: 1 universal education and diversion” after junior high school has brought the large-scale enrollment expansion of secondary vocational education in Zhejiang Province and promoted the large-scale recovery of vocational education in Zhejiang Province. However, the recovery of scale does not mean the healthy development of vocational education. The secondary status of vocational schools, the helpless choice, the decapitated education, the attraction is not strong, and becomes the gathering place of vulnerable groups and other issues are still outstanding. The development of vocational education urgently needs to shift from pursuing the expansion of the scale to focusing on the improvement of quality and the completeness of the system. Based on the actual needs of Zhejiang’s economic and social development and education for its own development in the future, it is necessary to timely adjust and perfect the mechanism of “1: 1 universal education and diversion”, improve the structure of education by adjusting the proportion, optimize the source structure of vocational education, extend the space for development of vocational education, The foundation of education connotation and the perfection of vocational education guarantee system are the important breakthroughs in the improvement of modern vocational education system in Zhejiang Province in the next five years.
