上网电价是我国当前进行厂网分开、竞价上网改革的重点。理想的情况下,上网电价应实行实时电价,但由于我国当前电力工业状况还不具备使用实时电价的条件,所以有必要提出一种简易有效的发电上网定价方法。文中从电力工业生产成本出发,考虑到我国电力工业的具体情况,利用经济学概念的长期边际发电成本方法,在考虑了容量成本、电量成本和容量效益的基础上,着重分析了电量效益对发电上网电价的影响,形成一种简易的方法,并提出了计及电量效益的发电上网电价的计算公式及步骤
The on-grid tariff is the focus of China’s current reform of plant and network separation and bidding. Under ideal circumstances, the on-grid tariff should be implemented with real-time electricity prices. However, since China’s current power industry conditions do not yet have the conditions for using real-time electricity prices, it is necessary to propose a simple and effective pricing method for generating electricity on the Internet. Starting from the production cost of the power industry, taking into account the specific conditions of China’s power industry and using the long-term marginal power generation cost method of the concept of economics, based on the consideration of capacity cost, power cost and capacity efficiency, the paper focuses on the analysis of power efficiency for power generation. The impact of the on-grid tariff has formed a simple method, and formulate the calculation formula and steps for the on-grid electricity price taking into account the power efficiency.
