现实生产中产出的非期望输出往往是多维度的。然而,在学术界,尚未有学者关注弱自由处置假设下存在多维非期望产出以及总额限制时的环境绩效评价问题。本文将现有的零和收益(Zero Sum Gains,ZSG)DEA模型中的非期望产出从单维度扩展到多维度的情形,提出了一类非径向ZSG-DEA模型。接着,针对该类模型存在难以求解的问题,通过适当变换,降低了模型的计算难度,并且提供了一种可行的方案求解某些不存在可行解的有效单元。最后,将所提模型应用于评价我国30个行政区域的环境效率的实证研究中,验证了方法的适用性和有效性。
The unintended output produced in real production tends to be multidimensional. However, in academia, no scholars have paid attention to the issue of environmental performance evaluation when there is a multidimensional non-desired output and a total limit under the assumption of weak free disposal. In this paper, the non-radial ZSG-DEA model is proposed to extend the unwanted output of the existing Zero Sum Gains (ZSG) DEA model from single dimension to multi-dimension. Then, there are some problems that are hard to be solved for such models. By appropriate transformation, the computational difficulty of the model is reduced, and a feasible solution is provided to solve some valid units without feasible solutions. Finally, the proposed model is applied to evaluate the environmental efficiency of 30 administrative regions in China, which verifies the applicability and effectiveness of the method.
