城市地下工程安全事故的频发给社会经济发展带来了巨大的损失,对引发城市地下工程重大安全事故的核心安全风险的有效管控成为亟需解决的问题。城市地下工程核心安全风险管控各方所形成的组织具有社会网络特性,为此,研究运用社会网络分析构建城市地下工程核心安全风险治理的社会网络模型,分析其个体网络与整体网络的相关指标,识别出核心安全风险管控的核心利益相关方包括发包人、承包人、保险人和第三方风险管理机构,但它们之间难以实现协同治理。进而,对城市地下工程核心安全风险治理组织网络进行结构优化,明确了发包人、承包人和保险人三方联盟是相对最优的治理结构。研究对于降低利益主体的治理角色风险,提高核心安全风险协同治理成功率具有重要的价值。
The frequent occurrence of accidents in urban underground engineering has brought tremendous losses to the social and economic development. It is an urgent problem to be solved to effectively control and control the core security risks that cause major accidents in urban underground engineering.
