党的十一届三中全会以来,我国农村首先实行了联产承包责任制,调动了农民的积极性,搞活了农村经济,取得了成功的经验.党的十二届三中全会通过的《中共中央关于经济体制改革的决定》指出:“农村实行承包责任制的基本经验同样适用于城市”.在《决定》的指引下,全国城市各行各业如雨后春笋,纷纷进行了各式各样的承包,落实经济责任制.笔者当时也正在天津市长征砖厂(现改为长征建材制品厂)任职,对实行内部承包也进行了有益的探索和实践,也曾走过一段弯路,但经过实践——认识——再实践——再认识,取得了宝贵经验.前车之鉴,后事之师,笔者愿与同行交流几点体会.
