食品生产加工小作坊、食品摊贩和小餐饮等食品“三小”在我国社会经济和文化发展中发挥着重要的作用。新《食品安全法》规定县级以上地方人民政府应当对食品生产加工小作坊、食品摊贩进行综合治理,加强服务和规划,改善其生产经营环境,鼓励和支持其改进生产经营条件,进入集中的市场、店铺等固定场所经营,或者在指定的临时经营区域时段经营。食品生产加工小作坊和食品摊贩等具体管理办法由省、自治区、直辖市制定。对食品加工小作坊、食品摊贩等违法行为的处罚,依照省、自治区、直辖市制定的管理办法
Small food production and processing workshops, food vendors and small meals and other food “three small ” play an important role in China’s socio-economic and cultural development. The new Food Safety Law stipulates that local people’s governments at or above the county level shall conduct comprehensive management of food production and processing workshops and food vendors, strengthen their service and planning, improve their production and business environment, encourage and support their improvement of production and operation conditions, Markets, stores and other fixed places to operate, or in the designated temporary operating area period of business. Specific management measures for food production and processing workshops and food vendors are formulated by provinces, autonomous regions and municipalities directly under the Central Government.
