当前我国食品安全行政监管权力运行失范阻碍了监管效果。计划经济向市场经济转变,政府从包揽食品行业一切事务管理中逐渐退出,从直接控制转向市场监管。在转轨过程中,食品安全行政监管权力必须合法及合理配置,并且在权力运行中,应从信息公开、行政程序、行政问责及评估体系等各方面对其进行规范和制约。
At present, the failure of our country’s food safety administrative supervision power impedes the regulatory effect. From a planned economy to a market economy, the government gradually withdraws from all aspects of managing the food industry and shifts from direct control to market supervision. In the process of transition, the power of food safety administrative supervision must be legally and rationally allocated, and in the operation of power, it should be regulated and restricted from aspects of information disclosure, administrative procedures, administrative accountability and evaluation system.
