解密三论之三:建立健全解密制度体系

长期以来,定密和解密之间关系紧密,相辅相成,同为保密工作不可缺失的重要环节。如果定密是保密工作的起点,那么解密则是终点。保密法及其实施条例、《国家秘密定密管理暂行规定》对定密责任人、解密依据、解密程序等作出明确规定,对解密工作起到了很好的推动作用。但是应该看到,机关单位解密动力不足的问题长期存在。考虑到解密是一项复杂的系统工程,涉及面广、关联因素多,因此,需要通过精密的程序设计和制度规制作为支撑,建立健全解密制度体系,才能提高解密活动的准确性,形成工作合力。 For a long time, there has been a close relationship between densification and declassification, complementing each other, and it is also an indispensable link in the work of secrecy. If secret is the starting point for confidential work, then decryption is the end. The Law on Confidentiality and its Implementing Regulations, the Provisional Regulations on the Confidentiality Management of State Secrets provide clear stipulations on the persons responsible for deciding the secrets, the basis for declassification and the procedures for declassification, which play a very good role in promoting the declassification work. However, it should be noted that the issue of lack of motivation by organs and units to declassify persists. Considering that decryption is a complex systematic project involving a wide range of related factors, it is necessary to establish and improve a system of decryption systems through sophisticated program design and system regulation as the basis for enhancing the accuracy of the decryption activities and forming a joint effort .
