在总理2014年提出“大众创业、万众创新”的号召后,掀起了“万众创新”“人人创新”的新浪潮。目前我国经济以及科技的发展正在经历重数量到重质量的转型时期,加强企事业单位科技人才的管理是各自单位提升质量和水平的重要举措。能否激发企事业单位科技人才的创新行为和实现创新绩效已经成为影响和制约企事业单位健康发展的严峻问题。包容型氛围作为一种软文化,软实力,有利于激发内在驱动力,进一步优化交流学习沟通的环境,激发创新的思想火花,制造燎原之势。在中国文化大背景之下,尤其是包容的东方文化,研究包容型氛围对于科技人才创新行为的影响刻不容缓。本文结合国内国外相关调查研究,在综合运用宽容氛围、包容型领导风格理论、雇佣公平理论、差异整合理论以及决策包容理论的基础上,通过对200份来自企事业单位科技人才的有效问卷进行分析,结果表明:包容型氛围对科技人才的创新行为有非常关键的作用。其中得出包容型氛围的三个维度,即雇佣公平、差异整合、决策包容。其中,决策包容对于科技人才的创新行为影响最为显著,雇佣公平和差异整合对创新行为的影响不显著。

At present, the development of economy and science and technology in our country is experiencing a period of transformation from heavy quantity to heavy quality. Strengthening the management of scientific and technological personnel in enterprises and institutions is an important measure for each unit to improve its quality and level. Whether or not we can stimulate the innovation behavior of science and technology professionals in enterprises and institutions and achieve innovation performance has become a serious problem that affects and restricts the sound development of enterprises and institutions. Inclusive atmosphere as a soft culture, soft power, is conducive to inspire the intrinsic driving force, to further optimize the exchange of learning and communication environment, stimulate innovation sparks, create Liaoyuanzhishi. Under the background of Chinese culture, especially the inclusive oriental culture, it is imperative to study the impact of an inclusive atmosphere on the innovation of scientific and technological talents. On the basis of comprehensively using the tolerant atmosphere, inclusive leadership style theory, employment fairness theory, the theory of differential integration and the theory of decision-making tolerance, this paper analyzes 200 valid questionnaires from science and technology professionals of enterprises and institutions The result shows that the inclusive atmosphere plays a crucial role in the innovation of scientific and technological personnel. The three dimensions of an inclusive climate are obtained, that is, employment fairness, integration of differences and decision-making tolerance. Among them, decision-making tolerance has the most significant impact on the innovation of scientific and technological talents, and the effect of fair employment and differential integration on innovation behavior is not significant.
