为配合农业部“旱作农业生产示范工程”项目和国家环保局等六部局联合发布的《秸秆禁烧和综合利用管理办法》的实施,从1996年开始,经过连续三年的小麦、玉米两茬平作秸秆直接还田,进一步证实:秸秆直接还田技术能有效地培肥地力、增加土壤养分、改善土壤的物理性状,从而大幅度提高作物产量。连续还田的时间越长,土壤环境越好,产量就越高。
