建立健全与现代企业相适应的教育、制度、监督并重的惩治和预防腐败体系,对于国有企业党风建设和反腐倡廉工作而言是一个全新的课题。在调查研究和实践基础上,针对企业特点和企业生产经营管理实际,提出了在“五个坚持”上构建惩防体系的建议和思路,旨在逐步建立完善廉洁从业教育的长效机制、反腐倡廉的制度体系和权力运行的监控机制。
Establishing and perfecting a system of punishment and prevention of corruption that suits the modern enterprise with equal emphasis on education, system and supervision is a brand-new topic for the party’s work style building and anti-corruption work in state-owned enterprises. On the basis of investigation, research and practice, according to the characteristics of enterprises and the reality of production and operation management of enterprises, the author puts forward suggestions and ideas on how to build a system of punishment and prevention on the “Five Persists”, aiming at gradually establishing and perfecting the long-term mechanism of honest and professional education, Advocacy system and the power of the monitoring mechanism.
