近年来,美国大力参与推动TPP谈判并借助APEC峰会等多个场合高调宣传,这表明奥巴马政府开始重新审视其贸易政策,不仅逐步将其未来出口重心转向经济高速发展的亚太地区,为其出口战略开拓市场,而且试图通过TPP谈判达成新型的区域贸易协议,从而介入并主导东亚区域经济一体化进程,同时还借以规避WTO等多边贸易机制谈判久拖不决所带来的负面影响。在美国的大力推动下,当前参与TPP谈判的成员国已经扩大至10个,同时加拿大和墨西哥已表达加入谈判意愿,TPP逐渐呈现出加速发展之态势。我们对此必须具有充分的认识,及早做好应对,并寻找适当时机加入TPP谈判之中,充分维护我国的政治、经济与安全利益。
In recent years, the United States has been vigorously involved in promoting the TPP negotiations and using the APEC summit on a number of occasions such as high profile publicity. This shows that the Obama administration has begun to re-examine its trade policies and gradually shift its future export focus to the rapidly developing Asia-Pacific region. For its export strategy Try to reach a new type of regional trade agreement through the negotiation of TPP so as to intervene and dominate the process of regional economic integration in East Asia while avoiding the negative influence caused by the prolonged negotiations on the multilateral trade mechanism such as WTO. With the vigorous promotion by the United States, the number of member states currently participating in the TPP negotiations has been expanded to 10, while Canada and Mexico have expressed their willingness to join the talks and the TPP is gradually showing a trend of accelerated development. We must fully understand this, deal with it as soon as possible and look for the right time to join the negotiations on the TPP so as to fully safeguard our political, economic and security interests.
