为完善医疗保险关系转移接续人社部发191号文件《流动就业人员基本医疗保障关系转移接续暂行办法》,了解参保人对医保关系转接政策的满意度,进而寻找相关影响因素,本文采取问卷调查与spss软件统计分析方式进行研究。结果显示,参保人对医保转接政策接近“比较满意”水平,但“一般”及以下比例仍占到1/3左右,凸显政策尚存不足;此外,转接政策宣传力度、转接流程设计、缴费年限处理方式、个人账户处理方式、缴费门槛设置、待遇等待期、办事效率和转接时限是影响参保人转接满意度的重要因素。基于以上,论文对医保转接七大核心环节,如缴费年限互认及折算、实际最低缴费年限设置、个人账户处理方式、待遇空档、关系绑定、经办方式、政策宣传等方面提出政策建议。
