8月1日起,审计署全面摸底地方债,意在时隔两年之后再将这笔糊涂账理理清楚。与此相关的两则新闻也意味深长。一是扛着600亿债务规模的曹妃甸建设举步维艰,甚至被坊间称为一个“大烂尾”;二是万众瞩目的《预算法》修订“8月三审”承诺再次打了水漂。2003年,曹妃甸建设起步,同样是在2003年,《预算法》修订开始动议,旨在突破“禁止地方政府发债”的法律铜墙,引导市政债开闸放水。
