In the promotion of party and government leading cadres, what is the role of talent and relationship? For this problem, most of the existing research mostly used the resumes of second-hand officials to estimate the factors that officials depend on for their promotion and seldom asked their own opinions. At the same time, these studies tend to confront merit with cronyism without realizing that the two may co-exist and even lead to more complex situations. The author recently published papers with Tang Huangfeng from Wuhan University and Yan Bo from Xi’an Jiaotong University.
