文章引入非参数线性规划方法构建各地区经济增长的绿色指数,衡量创造GDP过程中资源消耗强度和环境污染程度,并对绿色指数的地区差异和变化趋势进行分析。结果表明:(1)各地区经济增长对资源依赖和环境污染的程度呈现出较大的差异性;(2)绿色指数与能耗强度存在负相关关系,与人均GDP存在显著的正相关关系;(3)“十一五”前三年各地区经济增长的绿色指数都有不同程度的提高,各地区经济增长的绿色指数并没有收敛,反而呈现出一定程度的发散趋势。文章所测度的GDP绿色指数及其变化情况可以作为衡量“节能减排”效果的综合性指标。
This paper introduces a non-parametric linear programming method to construct a green index of economic growth in each region, measures the intensity of resource consumption and environmental pollution in the process of GDP creation, and analyzes the regional differences and trends in the green index. The results show that: (1) The degree of resource dependence and environmental pollution in different regions shows a great difference; (2) There is a negative correlation between green index and energy intensity and a significant positive correlation with GDP per capita; (3) The green indices of economic growth in all regions in the first three years of the 11th Five-Year Plan have been improved to varying degrees. The green indices of economic growth in all regions have not converged, but show a certain degree of divergence. The measured green GDP index and its changes can be used as a comprehensive measure of the effect of “energy saving and emission reduction”.
