以2002年12月29日四大辅业集团从国电公司分离为标志,电力行业主辅分离、主业与多经分离的帷幕正式拉开。一年多过去了,部分电力多经企业仍然还没有从真正意义上建立起适应市场竞争的现代企业制度,自我生存、自我发展、自我壮大的能力非常薄弱,对主业的依赖非常严重,这种畸形的发展模式制约了电力多经企业的发展,也影响着电力多经的改革。随着市场经济体制的不断完善和电力体制改革的不断深入,电力主业能为多经提供的生存与发展机会必将越来越少,而有的电力多经企业仍然还在观望、等待,甚至消极对待和心存侥幸。改革的步伐不会停止,更不会逆转,要正确认识,抓住这次机遇,变被动为主动,用现代企业制度积极推进电力企业的多经改革。
