自2004年以来,我国大多医疗机构的奖金分配都以单纯的“成本核算,结余提成分配”的分配方法。随着医疗市场环境的变化与医疗体制的改革,这种奖金分配方法日益暴露出其弊端。卫生部因此也提出要求:医院应以收支结余为基础,通过绩效考核系列指标考核并核算科室奖金。笔者就奖金分配与绩效考评问题展开专题论述,抛砖引玉、共同探究。
Since 2004, the distribution of bonuses in most medical institutions in China has been based on the simple allocation method of “costing, balance distribution”. With the changes in the medical market environment and the reform of the medical system, this bonus distribution method has increasingly exposed its drawbacks. Therefore, the Ministry of Health also put forward the request that the hospital should base on the balance of payments and expenditures, pass the series of indicators of performance appraisal and calculate the bonus of departments. The author of the bonus distribution and performance appraisal issues a thematic discussion, initiate, explore together.
