中国改革开放30多年来,随着经济的快速发展,各级地方政府的资产负债表和损益表也发生了重大变化,地方政府债务平台逐渐从一个新生事物变为了社会关注的焦点。学术界关于地方政府债务还存在很大的分歧,政府干预学派认为政府债务可以促进社会经济发展,而自由竞争学派并不欢迎政府对国家经济的干预。本文立足于中国国情详细分析了地方政府债务与当前中国经济发展之间的相互关系。
Over the past 30 years since China’s reform and opening up, with the rapid economic development, the balance sheets and profit and loss statements of local governments at all levels have also undergone major changes. The local government debt platform has gradually shifted from a new-born thing to the focus of social concern. There are still many differences in academic circles about local government debts. Government intervention schools think that government debt can promote social and economic development. However, the free competition school does not welcome the government’s intervention in the national economy. Based on China’s national conditions, this article analyzes in detail the relationship between local government debt and the current economic development in China.
