本文对福安市、周宁县５年妇幼卫生项目工作前后的妇幼卫生资源与利用变化情况进行分析。结果显示，要使山区农村妇幼卫生资源得以补充，利用率得以提高，首先，政府必须重视，在资源配置方面给予倾斜；其二，通过对基层人员的培训提高其业务水平和服务能力，尤其注重妇幼卫生专业人才素质的培养和提高；其三，通过各级政府的政策导向和卫生行政部门制定分级保健管理责任制，规范各级妇幼人员服务范围，使有限的妇幼卫生资源得到充分利用。
This paper analyzes the changes of maternal and child health resources and their utilization before and after the five-year MCH project in Fu’an and Zhouning County. The results show that in order to make MCH resources available in mountainous areas, the utilization rate can be improved. First, the government must pay attention to it and give preference to the allocation of resources. Second, pay more attention to improving its professional level and service ability through training basic level personnel Thirdly, through the policy guidance of all levels of government and the health administrative department, we should formulate the grading health care responsibility system, standardize the service scope of maternity and child care staff at all levels, and make full use of the limited resources of maternal and child health.
