谈及被列入构建开放型经济新体制综合试点试验城市，东莞市副市长杨晓棠感触最深的是，这次试点试验是要自我改革。“以往的各种政策试点，大多是国家出政策，各地申报成为试点，然后按照政策来试验。可这次不同。国家确定了12个试点试验城市、区域，剩下的就要试点城市、区域按照工作的总体目标和任务，提出自己的想法和方案。”
作为外向型经济的代表城市，东莞在外经贸发展方面有着较好的基础。如今要进行改革与突破，东莞把对接国际大通道作为探索的方向之一。
东莞毗邻港澳，港澳资企业众多，这让东莞有机会推进莞港澳在金融、科技、物流、会展、文化创意、工业设计、教育培训、医疗卫生等领域的合作。
在此次试点试验工作开展以来，东莞市提出，充分发挥区位优势，把完善与港澳台全方位合作机制作为改革产业国际合作方式的重要内容，提出“以生产性服务业为重点，促进两地服务贸易一体化”的改革内容。
