无论单线区段还是复线区段,其区间通过能力的负荷必须限制在一定水平上,以保持必要的应变能力。在一定限制条件下,扣除各种因素影响后,技术上可能达到的利用率就是技术负荷。合理负荷既是技术上可能达到的负荷,又是经济上比较有利的负荷。目前大量繁忙干线和区段能力利用率已达到或超过技术负荷,致使设备维修困难,安全得不到保证,正常运输秩序不能维持。鉴于投资限制,本文建议首先应将区间能力维持在技术负荷以下,以技术负荷作为推定改造时机的基础,作为制定今后一段时期铁路旧线改造有关技术政策的依据。
No matter the single line section or the double line section, the load of the section passing capacity must be limited to a certain level so as to maintain the necessary strain capacity. Under certain restrictions, after deducting various factors, the technically possible utilization rate is the technical load. Reasonable load is both technically possible load, but also economically more favorable load. At present, the utilization of a large number of busy trunk lines and sections has reached or exceeded the technical load, resulting in difficulties in equipment maintenance, lack of security and failure to maintain normal transport order. In view of the investment constraints, this paper suggests that we should first maintain the capacity of the interval below the technical load and use the technology load as the basis for the timing of the reconstruction, as the basis for formulating the relevant technical policies for the reconstruction of the old railway lines in the near future.
