文章对政府职能转变的动力机制问题进行研究,把政府职能转变的动力分为推动力系统、牵引力系统、支撑力系统和政府职能自我更新系统四个子系统,构建政府职能转变动力机制概念模型。运用系统动力学理论与方法对政府职能转变动力进行分析,建立政府职能转变的系统动力学模型,并对主要指标进行仿真。研究发现推动力系统和拉动力系统具有较高的灵敏度,对政府职能转变的促进作用比较明显。政府职能在不同的转变动力水平下呈现不同的转变特征,政府职能将最终收敛于一个稳定水平,可以视为政府职能的均衡状态。
This paper studies the impetus mechanism of the transformation of government functions, and divides the motivation of the transformation of government functions into four subsystems, namely, the driving force system, the traction system, the supportive force system and the self-renewal system of government functions, and constructs the conceptual model of the dynamic mechanism of government function transformation. Using the theory and method of system dynamics, this paper analyzes the motivation of the transformation of government functions, establishes the system dynamics model of the transformation of government functions, and simulates the main indicators. The study found that the driving force system and the driving force system have higher sensitivity and obvious promotion to the transformation of government functions. Government functions show different transitional characteristics under different levels of transformation power. Government functions will eventually converge to a stable level and can be regarded as a balance of government functions.
