深圳市华强北商业区电子防控工程建设应用经验

目前,电子防控工程建设正在全国如火如荼地开展。但是,要真正实现科技强警目标,各地公安机关必须准确地把握电子防控应用的切入点:一是要认真研究电子防控应用技术,二是必须人防、技防建设两手都要硬,三是必须以严格的管理制度做保障。2005年,广东省在珠江三角洲8地市开展电子防控工程建设(要求完成100万个电子防控监控头的建设任务),期望通过科技强警手段来改善珠江三角洲地区的治安状况。对于当前轰轰烈烈的电子防控工程建设,笔者认为:仅仅完成100万个摄像机的硬件建设任务是远远不够的,要想通过100万个摄像机的建设来实现改善珠江三角洲地区的治安状况,各地领导者必须准确地把握电子防控应用的切入点:一是要认真研究电子防控的应用技术,二是必须实现人防、技防建设两手都要硬,三是以严格的管理制度做保障,这样才能真正使庞大的科技建设投入有效地转化为科技强警的实际战斗力,才能真正实现科技强警的目标。 At present, the construction of electronic prevention and control engineering is being carried out in full swing in the country. For the current vigorous electronic control project construction, the author believes that it is far from enough to complete the hardware construction task of only one million cameras.
