2011年卫生部等5部门联合印发了《乡镇卫生院管理办法》(试行),进一步加强和规范乡镇卫生院管理,坚持乡镇卫生院的公益性质,明确了乡镇卫生院功能和服务范围,指出了“为人民健康服务,为社会主义现代化建设服务”的新时期医疗工作的根本宗旨和办院方向,而现阶段卫生行业由于服务水平、服务态度以及收“红包”、拿“回扣”等不正之风的蔓延等诸多原因,造成了老百姓对医疗卫生工作存在着诸多不满意、不方便、不放心,进一步恶化了医患关系,严重影响和阻碍着医院的发展。
