21世纪以来,虽然全球地区冲突不断发生,但爆发大规模世界战争的可能性已大大降低,大国间博弈往往采取经济金融制裁的手段。自二战以来,美国一直居于世界经济、政治与军事的霸主地位。为维持其地位,美国一直不遗余力地对他国实施经济金融制裁,以达到其政治目标。本文选取美国对俄罗斯实施的经济金融制裁作为案例,论述美国对俄罗斯实施经济金融制裁的过程,以及俄经济受到的影响及应对措施,分析当前美国对外经济金融制裁所具有的目标与对象更具针对性、制裁方式更集中的特点,并结合中国实际,提出中国应改善经济结构、积极参与经济全球化、优化国际储备结构、推动人民币国际化、进一步加强与各国的联系等政策建议。
