儿童福利事业的主要发展趋势为:在观念上,建立与科学发展相适应的以人为本的儿童发展观;在制度安排上,由补缺型儿童福利制度向适度普惠型儿童福利制度转变;在机制建设上,把“儿童优先”上升到国家战略层面。这三者是相辅相成、相互促进的,而适度普惠型儿童福利制度的推进与“儿童优先”上升到国家战略的实施将极大地推动我国儿童福利事业的发展、与之相适应的儿童福利服务模式也必将由传统型转向现代发展型。
