河南省自2003年开展公务员竞争上岗工作以来,各地各单位经过不断摸索实践,初步形成了竞争上岗的工作机制。但在操作实践中,由于适用规章较多较杂,或对具体条文的理解存在差异,各地各单位对竞争上岗政策把握不够一致,尤其是对“破格提拔”的尺度掌握宽严不一,影响着全省公务员竞争上岗工作的规范开展。结合近年来工作实际,笔者不揣简陋,试结合公务员法及有关规章,就公务员竞争上岗工作适用有关政策作一分析,以就教于方家。
