农村居民的收入通常处于波动状态,收入风险不仅反映在消费的波动上,而且也会对经济增长产生负面影响。收入风险通常可以通过消费这一视角进行考察。本文利用2000年至2004年江苏、河南、四川、云南四省的住户调查数据,对农村家庭是否能够完全保险消费风险进行了检验。本文的分析总体上拒绝了完全保险假说。本文的研究表明,非外出打工户进行消费保险的能力相对较弱,因此相关政策应向非外出打工户倾斜。食物消费尤其是经济状况较低的农村居民的食物消费,应该成为政府应对消费风险的重点。
The income of rural residents is usually fluctuating. The risk of income is not only reflected in the fluctuation of consumption, but also negatively affects the economic growth. Income risks can often be examined from the perspective of consumption. Based on the household survey data from 2000 to 2004 in Jiangsu, Henan, Sichuan and Yunnan provinces, this paper tests whether rural households can fully risk their consumption. The analysis in this paper rejects the complete insurance hypothesis as a whole. The research in this paper shows that the non-outward-looking households are relatively weak in consumer insurance, so the relevant policies should be tilted toward non-working households. Food consumption, especially for rural residents with lower economic status, should be the focus of the government’s response to consumer spending.
