中共十一届三中全会以来的20年,我国基础教育取得了令人瞩目的巨大成就。但是,我国基础教育事业也面临着巨大挑战,在现行基础教育的培养模式与新世纪对创新人才的要求之间;在广大人民群众对良好教育的需求与基础教育的供给水平之间;在穷国办大教育,政府的投入能力与基础教育的发展现状之间,都存在着比较突出的矛盾。为了使我国基础教育能尽快适应新世纪社会发展的需要,并满足人民群众对教育的需求,我们提出以下建议:
