清代邮政,在国家邮局设立之前的19年间(1878—1896年),为海关邮政时期。这期间,邮政由海关税务司署兼办。上海自开放为通商口岸之后,通商各国在北京设立公使馆。各使馆为了本国侨民通信的便利,不顾我国的主权,擅自在通商各埠设立邮局,办理通邮事务。于是所谓的“客邮”和工部书信馆便应时而起。及至1861年,即清咸丰11年开始,这些往来的信件,始由清朝总理衙门饬令驿站代寄,而信件的收发,便由海关附设邮务办事处办理。海关又以冬季北洋封港,邮件不能由轮船输送,因而在上海、镇江、靖江等地设立寄信局,继在天津及沿海口岸添设分局。当时之规模,犹未脱旧时驿递制度之格局。
