以威尔逊的政治-行政二分法和韦伯官僚制组织理论为基础的传统公共行政历经百年发展,在日新月异的社会经济与政治环境中日益显现出其局限性,终于20世纪末期受到一种新的管理模式冲击,即“新公共管理”。它不同于传统公共行政中僵化的教条、固定的程序,更加注重结果的实现和管理者的个人责任。在新公共管理思想的影响下,西方国家纷纷进行政府行政与组织的内在变革,普遍掀起了公共行政管理的改革浪潮。
After a hundred years of development, traditional public administration based on Wilson’s political-administrative dichotomy and Weber’s bureaucratic organizational theory has increasingly shown its limitations in the ever-changing socio-economic and political environment and finally received a new kind of management in the late twentieth century Mode impact, that is, “New Public Management.” It is different from the rigid dogma and fixed procedure in traditional public administration. It focuses more on the achievement of results and on the individual responsibility of managers. Under the influence of the new public management thought, western countries have carried out the internal changes of government administration and organization in succession, and wave of the reform of public administration has been set off.
