教育者是高校人才资源开发的核心。文章从外推认同到内生认同的视角出发,以高校人才资源开发在西藏高校情境中被建构的过程为主线,重点梳理政府援藏政策、内地对口援藏、人才引进等由外而内的外推式人才援藏模式的建构,以及由内接外的内生式西藏高校人才资源开发模式的创新,旨在阐明这两种模式是解决西藏高校跨越式发展的有效方法和路径。
Educators are the core of talent resource development in colleges and universities. Based on the perspective of extrapolating approval and endogenous identity, the article focuses on the process of human resource development in colleges and universities in the context of the construction of colleges and universities in Tibet, focusing on the policy of government aid to Tibet, The construction of extrapolating talent aiding-Tibet model and the innovation of talent resources development mode of endogenous Tibetan universities from the outside are designed to clarify that these two modes are effective ways and paths to solve the leap-forward development of Tibetan colleges and universities.
