目的了解四川省21个市(州)级疾病预防控制中心(疾控中心)办公室人力资源现状及职能设置情况,从人力资源方面探讨提升办公室工作水平的方法。方法采用问卷调查、专题讨论的方法,对全省21个市(州)疾控办公室的人力资源、职能设置及存在问题等情况进行调查。结果全省21个市(州)疾控办公室共有人员125名,平均年龄38.49±9.27岁;学历以大专及本科为主;专业技术人员64人,职称以初、中级为主;管理人员42人,以主任和副主任科员为主;另有工勤人员19名。学历专业构成方面,有医学背景的60人,涉及预防、临床、检验和护理等专业;管理学类22人;其余来自计算机、财会、语言等专业。多数办公室除了负责综合行政管理外,还承担政工人事、后勤等多项工作。结论四川省21个市(州)疾控办公室人员少,专业结构不合理、人员质量不高,急需培养高素质的综合行政管理人员;办公室职能范围太广,应减少职能范围。
Objective To understand the status quo of human resources and the functions of the offices in 21 municipal (prefectural) Centers for Disease Control and Prevention (CDCs) in Sichuan Province and to explore ways to improve the working level of the office from the perspective of human resources. Methods A questionnaire survey and a thematic discussion were conducted to investigate the human resources, function settings and existing problems of 21 municipal (prefecture) CDCs in the province. Results The 21 municipal (state) CDC offices in the province had a total staff of 125, with an average age of 38.49 ± 9.27 years. Academic background mainly consisted of college and undergraduate students. There were 64 professional and technical personnel with primary and secondary titles and 42 administrative staffs , Mainly to the chief and deputy director staff; and other staff 19. In terms of composition of academic qualifications, there are 60 people with a medical background involving professionals in prevention, clinical examination, nursing, etc., 22 in management science and the rest are professionals in computer science, accounting and finance. In addition to overall office administration, most offices also undertake a number of tasks such as political work, personnel and logistics. CONCLUSIONS There are few personnel in 21 CDC offices in Sichuan Province. The professional structure is irrational and the staff quality is not high. It is imperative to train high-quality integrated administrative staff. The range of office functions is too wide and the scope of functions should be reduced.
