1994年以来,部队事业经费已由抓点转向抓面、由抓一般转向抓提高、由粗放管理转向精细管理;生活费在抓好指标管理的基础上,逐步向规范化管理迈进。下一步,加强部队经费管理,必须进一步转变理财观念,以提高保障效益为中心,在精细管理上再下功夫,扎实工作,整体推进,实行制度化、规范化和经常化管理。 Since 1994, the funds for the army’s military operations have shifted from grabbing to grasping, from grasping general improvement to grasping management, and from extensive management to fine management. On the basis of grasping the index management, the cost of living has gradually moved towards standardization management. In the next step, we must further change the concept of financial management by strengthening the management of the funding of military forces, focus on improving the efficiency of social security, make more efforts on elaborate management, work solidly, promote the whole as a whole, and institutionalize, standardize and regularize management.
