At present, we should reduce the administrative costs by changing the functions of the government and controlling the size of the institutions by establishing a scientific system of performance appraisal, strengthening the budget, regulating the financial expenditure, controlling the growth of cadres’ post consumption, establishing cost concepts and improving the quality of administrative staff.
