当前我国城市居住空间结构存在的主要问题,一是城市居住空间“分异”;二是居住与就业地点的“空间失配”。造成上述问题的主要原因在于政府的“缺位”与“越位”并存、开发商的市场垄断与价格合谋、居民选址的文化冲突。因此,要在尊重城市发展背景和城市发展规律的前提下,规范引导城市空间发展中的三个行为主体(政府、开发商、居民),尽可能努力构建合理的城市居住空间结构:政府要在城市建设中正确定位;完善相关法律、法规,规范开发商的市场行为;通过行政、经济、法律等手段引导不同类型的住房空间布局,建立社会不同阶层居民间的和谐居住关系。
At present, the main problems existing in the structure of living space in cities in our country are the living space of cities, the differentiation of living space and the spatial mismatch of living and employment places. The main reason for the above problems lies in the coexistence of government “absence ” and “offside ”, the market monopoly and price collusion of developers, and the cultural conflict of resident siting. Therefore, under the premise of respecting the background of urban development and the law of urban development, we should standardize and guide the three actors (government, developers and residents) in guiding the development of urban space and endeavor to construct a reasonable urban residential space structure as far as possible: Correct positioning in urban construction; Improve relevant laws and regulations, regulate developers’ market behavior; Guide different types of housing space layout through administrative, economic, legal and other means to establish harmonious living relationship among residents of different social strata.
