近年来,英、美、日、法、德、等国家以及中国政府在发展低碳经济方面做了不同程度的推进。中国在减少二氧化碳排放方面取得了许多成果,在新能源发展、节能减排新技术的研发和资金支持、利用清洁发展机制和二氧化碳排放权交易获得发达国家提供的减排资金和技术等方面面临着挑战和机遇。对一些国家发展低碳经济的进展回顾表明,已经初步形成的低碳经济的基本发展路径为:首先是政府有计划地推动,其次是制定适当的法律法规作为约束手段,再次是政策引导和市场经济手段的激励。
