现有水资源开采潜力分析方法存在严重缺陷，不能作为水资源开发利用规划的依据。水资源开发利用规划应建立在水资源系统模拟的基础上。
Existing methods for analyzing the potential of exploitation of water resources have serious flaws and can not be used as a basis for water resources development and utilization planning. Water resources development and utilization planning should be based on the simulation of water resources system.
