20世纪80年代以来,随着人民公社体制的解体,中国农村普遍实行村民自治制度,形成了乡政村治的新型治理模式。多年来,株洲市在突出村民自治的基础上,就村民自治的实现途径和管理创新进行了许多有益的探索与实践,并形成了一些值得借鉴和推广的地方经验。 Since the 1980s, with the dissolution of the people’s commune system, the system of villager autonomy has been universally implemented in rural China, forming a new type of governance mode of village and town government. Over the years, Zhuzhou City, on the basis of highlighting the autonomy of villagers, conducted many beneficial explorations and practices on the realization ways and management innovations of villager autonomy and formed some local experiences worthy of reference and promotion.
