一个国家、一个民族、一个团队、一个集体,如果没有精气神,就等于没有灵魂,就会失去活力、效率和积极性。公务员作为国家的公仆、人民的勤务员,依法履行公职,承担着管理国家事务和社会公共事务的职能,他们的政治素质如何,思想境界如何,精神状态如何,既关系到公务员队伍的形象,也关系到党和政府的形象,甚至直接影响着政府服务水平的高低。因此,培育具有时代特征、中国特色的公务员精神,着力建设一支政治坚定、业务精湛、作风过硬、人民满意的公务员队伍是十分必要的。中央领导同志在全国实施公务员法工作会议上的讲话中,深刻揭示了我国公务员精神的科学内涵,这就是：“热爱祖国、忠于人民,恪尽职守、廉洁奉公,求真务实、开拓创新,顾全大局、团结协作”。这四句话,32个字,充分体现了以爱国主义为核心的民族精神和以改革创新为核心的时代精神的有机结合,充分体现了党中央对公务员队伍一贯的严格要求与公务员法对公务员队伍法规性要求；既是对长期以来广大优秀公务员崇高精神和优秀品德的创新概括,也是在新的历史条件下对公务员的新的要求。培育和弘扬公务员精神为建设服务型政府、提高政府服务水平提供了坚实的智力支持。
