最近,中央电视台《今日说法》栏目主持人李晓东遇到了一件烦心事,在不知情的情况下,他持有的中国建设银行信用卡上有69.36元欠款未还清,10天之后竟然产生了317.43元利息。经过多次询问,他得知,中国建设银行对信用卡采用的是“全额计息”方式,并称这是行规。对此说法,李晓东不予认同。于是,他一纸诉状将当事银行告上法庭。此事件迅速在网上引起热议。其实,信用卡“全额计息”一直备受争议,消费者认为显失公平,银行则称符合国际惯例。那么,银行为何采取“全额计息”?这种做法是否合理合法?诸多法学专家、学者给出了答案。
