本文运用DEA模型,以环境方向距离函数和环境生产函数为基础,并在生产理论中纳入生产过程中产生的污染这一影响因素,将传统的生产技术扩展为环境生产技术,对江苏省7个主要城市2000年至2012年全要素能源效率及在环境约束下影响全要素能源效率的因素进行了实证检验。研究结果表明,改革开放后,江苏省全要素能源利用效率呈缓慢波动上升趋势,近年达到了较为稳定的状态。在环境约束下,能源的过度使用以及污染物的大量排放导致江苏省能源效率能源使用效率增长率的降低。我们将从政府、企业等多角度分析提高江苏省能源资源利用效率的可行性建议。
Based on the environmental directional distance function and environmental production function, this paper uses the DEA model to incorporate the influencing factors of pollution produced in the production process into the production theory, expands the traditional production technology into environmental production technology, Empirical test was carried out on the total factor energy efficiency in major cities from 2000 to 2012 and the factors influencing the total factor energy efficiency under environmental constraints. The results show that after the reform and opening up, the utilization efficiency of total factor energy in Jiangsu Province showed a slow upward trend in fluctuation and reached a relatively stable state in recent years. Under environmental constraints, the excessive use of energy and the massive emission of pollutants have led to a decrease in the rate of growth of energy efficiency and energy efficiency in Jiangsu Province. We will analyze the feasibility of improving the utilization efficiency of energy resources in Jiangsu Province from the perspectives of the government and enterprises.
