对我国普通小学来说,人员性投入在各项投入中是占比例最大也是最重要的投入。本文通过构建模型,对其在地区间的配置及其跨时变化情况进行了实证研究。结果表明,2005年至2011年我国城镇地区间小学人员性投入的价格差异显著,人员性投入价格逐年上升,人员性投入价格差异的相对结构发生了改变,城镇地区间小学人员性投入的不平等程度总体有增强的态势,因此政府应加强对教育公平政策的落实,并对地区间小学人员性投入价格指数进行常规测算,以达成我国地区间小学人员性投入公平的目标。
For ordinary primary schools in our country, personnel input is the largest and most important investment in various inputs. In this paper, by means of building a model, this paper makes an empirical study of its inter-regional configuration and its inter-temporal changes. The results show that there is notable difference in the price of primary school personnel inputs between urban and rural areas between 2005 and 2011 in China. The input prices of personnel increase year by year, and the relative structure of personnel input price differences has changed. The inequality of primary school personnel inputs in urban areas Therefore, the government should strengthen the implementation of education fairness policy and make a routine calculation of the price index of primary input in primary schools in the region so as to achieve the goal of fairness for primary school students in the region.
