社会主义市场经济体制的建立与完善，给地方性农业科研单位既带来了挑战，又带来了机遇。“一手抓科研、一手抓经济”的工作思路是农业科研单位生存与发展的客观需要，是“稳住一头、放开一片”科技体制改革措施的具体化，是科研与经济相结合的有效手段。“一手抓科研、一手抓经济”的工作思路符合三个“有利于”的标准。实现科研、经济两手抓必须克服各种主观和客观的障碍因素。
The establishment and improvement of the socialist market economic system have brought both challenges and opportunities to the local agricultural research institutes. The work train of thought that “grasping scientific research with one hand and grasping economy with the other hand” is an objective requirement for the survival and development of agricultural research institutes and is an example of “stabilizing one and opening up one” to the concrete measures for the reform of the scientific and technological system and an effective means of combining scientific research with economy . The work train of thought that “one hand catches scientific research and one hand catches economy” conforms to the three “favorable” standards. To achieve both scientific research and economic grasp must overcome all kinds of subjective and objective obstacles.
