本文结合铁路基层公安机关实际,分析了危及行车安全的“五类”案件的特点,主要是站内多于站外、货车多于客车、白天多于晚上、弱势群体多于青壮年群体、过失多于故意;其原因一是宣传不到位,二是联防联控不到位,三是查处力度不到位,四是硬件投入不到位。在上述分析的基础上,提出广泛深入地开展爱车护路宣传教育,建立、完善和落实内控外联机制,加大查处工作力度,加强硬件投入等防治对策。
In this paper, the characteristics of the “five types” of cases that endanger the driving safety are analyzed in combination with the actual situation of the public security organs at the grassroots level of railway. The main reasons are: more stations than outside the station, more trucks than buses, more nights than during the day, more disadvantaged groups than the young adults, Intentionally; the reason is that one is not in place for propaganda, the second is the joint prevention and control are not in place, the third is not investigated in place, and fourth, hardware investment is not in place. On the basis of the above analysis, it is proposed to conduct extensive and in-depth publicity and education on car roadblocks, establish, improve and implement the internal control mechanism for outreach, intensify the efforts in investigating and punishing work, and strengthening measures to prevent and control hardware investment.
